Переосмислення теоретичних підходів до дослідження української державності в контексті асиметричних викликів, миротворчості та конкурентоспроможності країни
На основі аналізу писемних іноземних та українських
джерел визначено актуальність дослідження української державності. Вивчено значення
й застосування дефініції «державність» у світовій та українській науці.
Виявлено відмінність семантичного ряду, закладеного в основу однієї і тієї ж
самої дефініції українськими й іноземними вченими.
Визначено потребу наукової спільноти мати зрозумілі підходи до вивчення
української державності, однаково застосовувати понятійно-категоріальний апарат
до всіх процесів боротьби за державність, державотворення. Порівняно здобутки
світової й української історіографії щодо дослідження категорії «державність». Встановлено,
що у світовій науці наукову категорію «державність» вивчають історія, політичні
науки, міжнародна економіка та міжнародне право. Розглянуто державність у
контексті поглядів учених-істориків, політологів, економістів-міжнародників,
юристів-міжнародників.
Проаналізовано «державність» у контексті
досліджень міжнародної економіки як здатність здобутків і впливу економічного
розвитку на здобуття державності й ефект впливу на економіку та навпаки –
міжнародних економічних відносин на державність. Розглянуто чотири наукові парадигми дослідження української
державності, визначено їх переваги та недоліки, можливість співіснувати в
демократичних умовах наукового середовища. Досліджено ймовірність
переосмислення теоретичних підходів вивчення української державності в ракурсі
критеріїв міжнародного права. За результатами ґрунтовного аналізу наукових
досліджень визначено, що найоптимальніший теоретичний підхід до вивчення
української державності – підхід відповідно до забезпечення критеріїв набуття
міжнародної правосуб’єктності: постійного населення, визначеної території,
уряду, здатності вступати у відносини з іншими державами.
Based on the analysis of written
foreign and Ukrainian sources, the relevance of the study of Ukrainian
statehood has been determined. The meaning and application of the definition of
«statehood» in world and Ukrainian science have been studied. The difference in
the semantic series underlying the same definition by Ukrainian and foreign
scientists has been revealed.
The need to rethink theoretical
approaches to the study of statehood as a condition for the existence of
international security, conditioned by the creation of a new international
order, the need to interpret one's own national historiographical baggage in
accordance with the needs of the world dimension and to find a rational
paradigm for the study of Ukrainian statehood has been determined. An
alternative to such an approach has been identified as the ability to evaluate
and compare statehood in the dimension of world processes of modernity,
specific historical examples of individual territories, and to describe in the
context of a methodology and terminology that is understandable to the researcher
and reader.
The need of the scientific community
to have clear approaches to the study of Ukrainian statehood, to apply the
conceptual and categorical apparatus equally to all processes of the struggle
for statehood, state-building has been studied. The achievements of world and
Ukrainian historiography in studying the category of «statehood»
have been compared. It has been established that in world science the
scientific category of «statehood»
is studied by history, political science, international economics and
international law. Statehood has been studied in the context of the views of
historians, political scientists, international economists, international
lawyers.
«Statehood» has been considered in
the context of research on international economics as the ability of
achievements and the influence of economic development on the acquisition of
statehood and the effect of influence on the economy and vice versa – of
international economic relations on statehood. Four scientific paradigms of the
study of Ukrainian statehood have been considered, their advantages and
disadvantages have been determined, and the possibility of coexistence in
democratic conditions of the scientific environment has been identified. The
possibility of rethinking theoretical approaches to the study of Ukrainian
statehood in the light of international law criteria has been investigated.
Based on the results of a thorough analysis of scientific research, it has been
determined that the most optimal theoretical approach to the study of Ukrainian
statehood is an approach that ensures the criteria for acquiring international
legal personality: a permanent population, a defined territory, a government,
and the ability to enter into relations with other states.
